Item such as weapons and armor pieces have a Quality stat that define some of the item attribute and is rolled randomly upon drop. Miscellaneous equipable items such as rings don't have Quality.

1-24Broken
25-79Common
80-94Rare
95-100Unique

itemQuality = Math.Clap(Random(1, 100) + Character.LuckBonus, 1, 100)

Here an example of a Moon Edge at different Quality:

The Broken to Rare Quality calculate Physical Dmg as so:
Physical Dmg: (20-50)-(35-65)

But the Unique version of this weapon add Light Dmg:
Physical Dmg: (18-45)-(30-55)

Light Dmg: (2-5)-(5-10)

Moon Edge
Broken DaggerQuality: 13
Physical Dmg:23-38

"Blue Light"
Unique DaggerQuality: 99
Physic Dmg:44-54
Light Dmg:4-9
